About CCCS Conference
CCCS invites businesses to come and hear from market leaders, competition lawyers and competition regulators from Singapore and across ASEAN about competition and consumer protection law, enforcement and policy.
Speakers will discuss current and emerging trends relating to the risks and compliance with competition and consumer protection law in Singapore and ASEAN. This is a rare opportunity for attendees to hear how businesses are responding to these and to interact with local and regional stakeholders and regulators.

Keynote Speech

Ms. Cindy Khoo is the Managing Director of Enterprise Singapore. She drives strategies to uplift Singapore companies, facilitate their global expansion, and transform key industries. Ms. Khoo is concurrently the Chairman of Infrastructure Asia, and Deputy Chairman of SG Growth Capital, a government investment entity, as well as Singapore Cooperation Enterprise. She also serves on the boards of SGInnovate, the Defence Science and Technology Agency, Intellectual Property Office of Singapore, and Competition and Consumer Commission of Singapore.

Panel 1: Competition Risks, Compliance and Future Challenges
Competition law compliance and risk management are essential elements that safeguard both businesses and market integrity.
The session will examine both the perspectives of potential infringers and victims in competition law scenarios, including how organisations can effectively manage risks and respond to infractions. Panellists will discuss practical approaches to strengthening internal compliance, particularly in modern business environments where detection and prevention become increasingly complex. The discussion will focus on how businesses can develop comprehensive strategies, from risk assessment and compliance programmes to victim response protocols, while leveraging technological solutions for better detection and prevention. Participants will gain insights into working effectively with CCCS and implementing sustainable compliance practices that protect their organisations' interests.
Moderator

Ms. Winnie Ching is the Group Director (Legal and Enforcement) at CCCS. In her role, she is responsible for reviewing decisions of CCCS, supervising CCCS’s competition and consumer protection investigations and projects, and providing advice on legal and policy matters. Winnie has led or supervised complex cartel investigations, abuse of dominance cases, mergers and consumer protection investigations. She currently co-supervises the Mergers Assessment Unit within CCCS.
Prior to joining CCCS, she worked at the UK Office of Fair Trading (now the Competition Markets Authority) where she led the litigation of a number of key competition and consumer protection cases in the UK courts including to the Competition Appeal Tribunal, UK Court of Appeal and UK Supreme Court. Ms. Ching has also worked as a solicitor in private practice and at the Australian Competition and Consumer Commission as a Principal Investigator of both competition and consumer protection matters.
She has a Masters with distinction from Kings College London in EC Competition Law, a Bachelor of Laws and a Bachelor of Economics from Macquarie University, Sydney.
Speakers

Mr Ang Yuit is the Managing Director of The Adventus Consultants Pte Ltd, a digital solutions company, and currently serves as the President of the Association of Small & Medium Enterprises (ASME).
Mr. Ang Yuit joined ASME as a council member in 2009. Throughout his time, he has helmed positions as the Vice President of Membership and Training, and Strategy and Development. He is also the Chairman of the Global Ready Talent Programme and SME Centre@ASME, the latter set up by Enterprise Singapore to provide comprehensive business advisory services and assistance to local SMEs.
In 2023, Mr. Ang was elected President of the 28th Executive Council, marking a significant milestone in his longstanding involvement with ASME. Throughout his 15-year tenure, he has consistently demonstrated his commitment to empowering SMEs, leveraging his expertise and experience to drive impactful initiatives that support their growth and success.

Ms. Melanie Tan is Head of Competition Law & Policy for Asia Pacific at Maersk (A.P. Møller-Mærsk), an integrated transport and logistics company. Based in Singapore, she manages a wide range of competition matters for the company across the Asia Pacific region. Prior to joining Maersk, Ms. Tan worked at the Hong Kong Competition Commission and in private practice both in Hong Kong and Sydney.

Ms. Serena Darcel Chin leads Legal & Compliance for Carousell Group's diverse operations, including its marketplace platforms and recommerce trading business. She oversees key programs in regulatory compliance, personal data protection, and risk management. Central to her role is coaching and empowering her team of talented professionals, who are instrumental in enabling the business to thrive in a complex regulatory environment.

Mr. Stanley Park is the Founder/Director of Stanley Park Associates Pte. Ltd. and Honorary Member of the Singapore Corporate Counsel Association, serving as a member of the Board from 2014 - 2025.
Mr. Park was Managing Director and Head of Legal - Asia Pacific Region for Scotiabank's Global Banking and Markets Division from Mar 2014 – Apr 2023. Based in Singapore, Mr. Park was responsible for all legal matters across the region, including China, Japan, Korea, India, Australia, Malaysia, Hong Kong and Singapore. Among other responsibilities, Mr. Park provided (i) transactional advice and support to the Bank's businesses related to capital markets, investment banking, commodities, corporate lending/trade finance and global transaction banking; (ii) regulatory advice and support re the Bank's businesses; (iii) management of litigation and disputes; (iv) advice and support to the Bank's internal or proprietary functions (including proprietary investments, HR matters, Finance); and (v) participation in corporate governance or oversight.
Prior to joining Scotiabank, Mr. Park was with Daiwa Capital Markets, as Senior Legal Counsel, in Singapore and Hong Kong from 2011 – 2014; with Barclays Global Investors, as General Counsel, in Tokyo from 2009 – 2010; with DKR Oasis, as Chief Compliance Officer, in Hong Kong in 2008; with Salomon Smith Barney and UBS Securities in Tokyo from 2001 – 2007; and with Cleary, Gottlieb, Steen & Hamilton and Coudert Brothers in NYC, from 1992 - 2001.
Mr. Park graduated from Princeton University with a Bachelor of Arts degree in Economics in 1985 and received his law degree from the Harvard Law School in 1988, where he served as an editor of the Harvard Law Review. Mr. Park has been a member of the New York State Bar since 1994.

Panel 2: Active Trends in ASEAN Regulatory Landscape
Keeping abreast of regulatory changes across ASEAN jurisdictions is crucial for business operations when operating in the region.
Panellists will discuss effective strategies for monitoring and adapting to evolving competition regulations, including practical approaches to managing multi-jurisdictional compliance requirements. Participants can gain insights on policy trends and priorities from various jurisdictions, particularly in areas affecting employment contracts and business practices. The discussion will focus on how businesses can respond to regulatory changes, ensuring sustainable compliance while maintaining competitive advantage in the market.
Moderator

Ms Ng Ee Kia oversees the Business & Economics Division, the Government Advocacy & Markets Division, the Data & Digital Division and the Policy Unit which provide economics, policy, digital and data analytics expertise within CCCS. These divisions work on competition policies and cases, market studies, advice to government as well as market research. Ms. Ng is trained in both competition economics and law and has private as well as public sector experience in competition policy, economics and law. Prior to CCCS, Ms. Ng co-headed one of the elite competition law practices in a major law firm in Singapore for about seven years. She was named by Global Competition Review as one of the 100 most important women in global antitrust in 2013. She has also spent eight years at the telecommunications regulators in Singapore and Hong Kong, working on a wide range of competition and regulatory issues.

Datuk Haji Iskandar Ismail, Chief Executive Officer of the Malaysia Competition Commission (MyCC), has been instrumental in shaping Malaysia's competition law landscape since joining MyCC in 2013. Initially serving as Director of the Investigation and Enforcement, he became CEO in 2018. Under his leadership, MyCC has issued multiple policies and decisions, including the groundbreaking USD100 million penalties on chicken feed millers for price-fixing. Iskandar is currently leading the ongoing amendment of the Competition Act 2010 to introduce the merger control regime and continues to actively guide ongoing investigations such as bid rigging and price-fixing. Datuk Haji Iskandar Ismail’s expertise extends beyond Malaysia, earning him recognition as a respected speaker and panellist at over 100 international and domestic platforms, including as the Chairman of the ASEAN Experts Group on Competition (AEGC) from 2019 to 2020. Prior to joining MyCC, Datuk Haji Iskandar Ismail worked at the United Nations International Criminal Tribunal for Rwanda, where he prosecuted cases of genocide and serious human rights violations. He began his career at the Central Bank of Malaysia, focusing on the prosecution of financial crime cases. Datuk Haji Iskandar Ismail holds a law degree from the International Islamic University Malaysia and a master’s in International and Comparative Law from George Washington University Law School, where he was first introduced to competition laws.

Mrs. Lelyana Mayasari, S.E., Ak., M.E. is the Director of Public Policy Advocacy of Indonesia Competition Commission (ICC/KPPU) from 2023 until present. She has played a key role in promoting fair competition and preventing monopolistic practices in Indonesia, with her expertise in providing policy advice to government. She is a professional with extensive experience in competition law and policy. Previously, she was posted as the Head of Financial and Accounting Division from 2010 until 2019. She holds a postgraduate degree from the Faculty of Economics, University of Indonesia (2011), and Bachelor's Degree on Accounting from the Diponegoro University Semarang (2001).

Mr. Michael G. Aguinaldo is a lawyer with extensive legal, governance and administration expertise acquired from over 30 years of professional work as a private law practitioner, government official, and law professor. Mr. Michael G. Aguinaldo is currently the Chairperson of the Philippine Competition Commission (PCC), and the second Chairperson since the creation of the PCC. Prior to his appointment to the PCC, he was the Chairperson of the Commission on Audit (COA), the supreme audit institution of the Philippines in charge of auditing, examining, and settling all accounts related to government revenue and expenditures, a post he held from 2015-2022. From 2011 to 2015, he was the Deputy Executive Secretary for Legal Affairs of the Office of the President, and also headed the Investigation and Adjudication Office (formerly the Presidential Anti-Graft Commission). As Deputy Executive Secretary, he oversaw the implementation of integrity initiatives consistent with the United Nations Convention Against Corruption (UNCAC). He began his legal career with the De Borja Medialdea Ata Bello Guevara and Serapio Law Office, and spent 17 years with the Romulo Mabanta Buenaventura Sayoc & de los Angeles law firm where he was a partner and member of the Executive Committee. During this time, he acquired extensive experience and expertise in handling special projects in the areas of infrastructure, telecommunications, and energy. From 1994-2015, Chairperson Aguinaldo was a faculty member of the Ateneo de Manila University School of Law, where he obtained his juris doctor degree in 1992, and placed 7th in the Philippine Bar Examinations during the 1992 Bar Examinations. He received an LL.M. degree with special concentration in International Economic Law from the University of Michigan in Ann Arbor, Michigan in 1997.

Mr. Steve Reeder joined TikTok in May 2021, and leads on global antitrust and competition law matters, as well as other regulatory aspects of M&A. He manages all the company’s competition-related advice and regulatory engagement. This includes responding to government inquiries, advising on product, and managing competition and foreign investment filings. He is also the company's central legal contact on the Digital Markets Act (DMA). Prior to joining TikTok, Mr. Reeder spent over six years working for the software company Oracle as the sole US-based attorney in their Antitrust group, contributing to competition responses across six continents. Mr. Reeder began his career in the Antitrust department of Skadden, Arps, Slate, Meagher & Flom LLP.

Panel 3: Designing for Fairness: Addressing Dark Patterns in E-commerce
Singapore's fast-growing digital economy offers exciting opportunities for innovation. However, it also brings new challenges in ensuring that online design practices support informed consumer choices. Certain design tricks, also known as ‘dark patterns’, can mislead consumers to make decisions that they may not have otherwise made.
This panel brings together different perspectives to explore what more can be done to address ‘dark patterns’ encountered by consumers and ensure effective and fair online design practices without compromising on business agility or dampening innovation. The session will examine the roles of government, businesses, and consumers, considering recent enforcement cases, current business practices and ground realities. Panellists will share their perspectives and ideas on how various stakeholders can work together to make digital markets work well for businesses and consumers in Singapore.
Moderator

Mr. Ng Ming Jie is currently serving as the Director of the Fair Trading Practices Division at the Competition & Consumer Commission of Singapore (CCCS). In his role, he supervises the conduct of investigations against errant businesses who persistently engage in unfair trade practices under the Consumer Protection (Fair Trading) Act 2003. He also supervises the conduct of market studies to better understand and improve the state of competition and consumer protection in different sectors and industries in Singapore. An economist by training, Mr. Ng joined CCCS in 2009 after graduating with a Bachelor of Social Science (First Class Honours) from the National University of Singapore (NUS). Prior to joining the Consumer Protection Division in April 2022, Mr. Ng was the Deputy Director of the Business & Economics and Policy & Markets Divisions. He is a recipient of the Commendation Medal at the National Day Awards 2020.
Speakers

Dr. Esra Ozkan is a research and strategy leader with expertise in creating human-centered technologies and driving innovation. She is currently the lead for Choice Lab, a research team within Google that aims to create more informed choices and better user experiences in the context of competition regulations. Prior to this role, she worked as a user experience researcher at X, Alphabet’s Moonshot Factory and as a strategy consultant, helping companies invent and launch new technologies with individual and societal benefits. Dr. Ozkan earned her Ph.D. from MIT in Social Studies of Science and Technology.

Associate Professor Victor Seah is the Director of Behaviour Insights Centre of Excellence, a Singapore University of Social Sciences centre focused on the application of psychology and behavioural science to change behaviours and shift mindsets at the workplace. He currently leads several applied research projects with large public and private sector entities. This includes work on public sector bus captain ergonomics, coaching and mentoring culture in a financial institute, wellbeing of gig workers, safety of port operations, and senior volunteerism at active ageing centres.

Mr. Dexter Tay Hai Hong was appointed as the Executive Director of the Consumers Association of Singapore (CASE) on 1 April 2024. Prior to joining CASE, Mr. Tay has worked in various public sector and people sector agencies, including the Ministry of Sustainability and the Environment, the National Trades Union Congress, Ministry of Transport, and the Land Transport Authority. In November 2024, Mr. Tay was appointed as a Council Member for the Council of Estate Agencies of Singapore. He is also the Secretary of the CASE Endowment Fund, a charity set up by CASE to advance public awareness about consumer rights. He holds a Master of Science (Project Management) and a Bachelor of Social Sciences (Communications and New Media) from the National University of Singapore.
